Biography

Goran Svilanović is Secretary General of the Regional Cooperation Council for South East Europe. He was appointed in June 2012 by the heads of states and governments of the South-East European Cooperation Process. Prior to heading the RCC, he served as Co-ordinator of the OSCE’s Economic and Environmental Activities (2008-2013). He led the OSCE’s Second Dimension, dealing with the security aspects of economic cooperation, good governance, corruption, money laundering, migration and the rule of law as well as security and the environment and energy security in the OSCE area (56 OSCE participating states and 12 cooperating partner countries). Since 2011 he has headed the management board of the Environment and Security Initiative (ENVSEC), which brings together the OSCE, UNEP, UNDP, UNECE, the Regional Environmental Centre Budapest and NATO (as an associated partner). Involved in politics since 1993, in 1999 Mr. Svilanović became president of the Civic Alliance of Serbia, a political party. From 2000 to 2004, he was Minister of Foreign Affairs of the Federal Republic of Yugoslavia (Serbia and Montenegro from 2003). Between 2000 and 2007 Mr. Svilanović was a Member of Parliament. In November 2004, he was selected as Chairman of Working Table I (democratization and human rights) of the Stability Pact for South Eastern Europe, where he served until the end of 2007.
