Biography

Dr. Katarina Golubović is a lawyer. She received her PhD from the Faculty of Law in Belgrade in the field of European Administrative Procedure Law.

She is the president of the internationally renowned non-governmental organization Committee of Lawyers for Human Rights (YUCOM), within which she has been dealing with the protection and promotion of human rights for more than 15 years, through expert monitoring, advocacy and participation in policy making. As an expert in the field of rule of law, she represents the interests of civil society in the EU-Serbia Joint Civil Society Consultative Committee. She is a member of the Civil Committee for the Protection of Human Rights Defenders and Whistleblowers.

She is also consultant-expert in the fields of human rights, administrative law and constitutional law. She represents before domestic and international courts, through a free legal aid program.

She manages and works on projects of harmonization of the legal framework of Serbia with European standards and application in practice (UN, Council of Europe, European Union, World Bank, OSCE). As a researcher and lecturer, she is involved in the programs of the Judicial Academy.

Katarina is consultant and expert associate of independent institutions and the Ministry of State Administration and Local Self-Government. She has participated in numerous domestic and international conferences, as well as in the preparation of publications on the topics of administration, judiciary and the right of citizens to access justice.
