Biography

Amb. Gérard Stoudmann’s career spans both the private sector and the public sector, including work at the Ministry of Foreign Affairs, Ministry of Defence and the Ministry of Economy. He also headed the Geneva Centre for Security Policy from 2002 to 2006 and the St-Gallen International Management symposium as well as the St- Gallen Foundation for International Studies from 1993 to 1994. His past assignments include Director of OSCE/ODIHR (at the Office for Democratic Institutions and Human rights from 1997 to 2002), the UN High Representative for elections in Cote d’Ivoire (2006-2007), the Special Envoy of the Swiss Foreign Ministry for Mali and Sahel (2012-2013), the Special Envoy for francophone Africa (2008-2009), and the Special Representative of the OSCE for Western Balkans. Between 2009 and 2012 he words as the Council of Europe Secretary General Special Representative for Freedom of the Media in Turkey, and then the Special Representative for Organisational Development and Reform. He has lots of experience in election management and observation, as well as in mediation and in human rights monitoring.
